Once a baby can roll, loose blankets and swaddles are both off the table, and a sleep sack is the answer to keeping them warm without putting anything loose in the cot. The 1.5 TOG rating is the useful middle: right for a room somewhere around 16 to 20C, which covers most homes for most of the year. TOG is worth understanding rather than guessing at, since overheating is a genuine risk factor for SIDS and a baby who cannot kick a sack off has no way to cool down. Check the room temperature and dress underneath accordingly instead of adding layers on top.
